Questions Re: HMRC Self-Assessment Online (Among Others- All ...

I have been attempting to find a local accountant or bookkeeper who can help me with my self-assessment at a price I can afford. Also, not being a driver and having a spouse who gets off work at the same time most accountants do is making things difficult. Have a few questions about just filling out this self-assessment form myself online:

1) I have registered at the site and have just received my password and must use it within 28 days. Haven't done anything yet as I wanted to ask whether it would matter if I did start filling out that form but then later decided to have an accountant do it - would it matter? Is there any reason NOT to just start filling it out to see how simple or difficult it is, what they tell me I owe, and whether it is intuitive and as simple as the HMRC make it sound? My profits and expenses are fairly straightforward, though I have no idea how to calculate home office deducations, capital items, etc. Does this form walk you through that or are you expected to know those figures (having previously worked them out) and just deposit them in the appropriately boxes?

2) Is there some sort of software that might help with those things I will find difficult to understand and calculate, i.e., deductions, what is allowable, etc? I've heard of TaxCalc and a few others, but after researching cannot get a good feel for whether they walk you through figuring out your deductions on the software or whether, again, you are just expected to have studied this issue and worked these things out. I need something really, REALLY simple, but then if you've read this far and/or read my last posts on UKBF, you already know that.

3) I have read the terms of service and know that it is not acceptable to advertise jobs here on UKBF, but it is okay to ask if there are any available accountants who have read my prior posts and thus, know my main concerns and can offer me a quote on tax preparation? Is that the same as advertising an available position? I do not want to get into trouble - have found perusing these forums way too helpful to get myself banned right out of the gate!

Below is the link to my prior post, so anyone who is answering my questions here and/or offering their services can be apprised of my concerns.

{Okay, it wouldn't let me post a URL yet to link to my prior post. You can find them by looking at my profile, I suppose.}

I have what should really be a straightforward self-assessment as far as the figures go, but just not sure if I should wing it myself when it comes to the deductions, capital items, home office calculations, foreign income, currency conversion, etc. In no way do I want to flag myself with the HMRC and I DO want to be 100% honest and pay every bit of tax I owe right on time, just not more than I really owe because I missed deductions. Pretty sure I need a professional but time is getting short and my inability to find one I can afford or who is within a 20-mile drive in Belfast and handles such a "small-potatoes" account as mine is making me think perhaps I should try software or a DIY approach. ??

I guess the main #1 pressing question here is whether there is any reason NOT to just register at the HMRC site and start filling out my assessment, just to see what it is like?

Any kind and helpful comments/suggestions appreciated.

Support groups bolster cancer patients through ordeals

By PAMELA GLINSKI | Highlands Today correspondent

When a group of breast cancer survivors came together in a second-story conference room at Florida Hospital Heartland Medical Center to share feelings of accomplishments, limitations, hopes and fears, they found they had common concerns. In an outpouring of tears and laughter the women shared their very personal stories.

The support group meets the first Tuesday of the month, said Florida Hospital's Breast Patient Navigator Laurie Jones, who leads the group. In her position, Jones works with a board of surgeons, pathologist, radiologist, and primary-care physicians to advise patients on their care and coordinate the services they need.

Seventeen years ago, Jones lost her sister to breast cancer after a decade long battle with the disease. "That is why I got into nursing," she said.

Support groups are not therapy. People meet to learn coping skills, reduce anxiety, provide each other with emotional support and improve the quality of their lives. Groups can be led by a group member, a survivor, a nurse, or a trained professional.

"We belong to a sorority that none of us wanted to join," said Florida Hospital's Marketing Director Cathy Albritton, who had a lumpectomy four years ago. After she was diagnosed, several people in Highlands County reached out to her. She said, "We all became a support group, friends and associates."

A strong advocate for being well-informed and having regular screenings, Albritton said from now through December, Florida Hospital Heartland Medical Center, Seascape Imaging, and the Florida Hospital Breast Care Center will be offering reduced price $99 digital screening mammograms. For information or to schedule a mammogram, call 402-3627. Women under 40 years of age will need a doctor's prescription.

"The most important thing is to get a mammogram. It is worth the two minutes of discomfort," said Corrine Volpe, a former Palm Beach County hospice social worker who had a double mastectomy in November 2010. She said, "I didn't think I needed (a mammogram) because no one in my family had ever had cancer. I had stage-three cancer by the time it was detected."

Now in her 50s and unable to work, Volpe moved to Highlands County this past year. She suffers with pain, the constant swelling of lymphedema and feels tired. "I deal with the constant fear every day that it is coming back."

"I've had so many surgeries: stage-four in my colon, my breast, lungs, and lymph nodes," said Bonnie Murphy, a former JC Penney customer service representative. Remarkably upbeat and healthy looking, she said her cancer was discovered after a routine insurance physical.

With cancer in one breast, she elected to have both removed. As the colon cancer spread to her lungs, she began having other health problems. In March, she had 90 screws put in her body after chemotherapy weakened her muscles, leaving her with a hernia. "I told the doctor I guess now I'm a screw up," she joked to lighten the situation.

The support of family, church, friends and the people at Florida Hospital's breast cancer support group "made a world of difference," said Murphy. She said, "Never give up, believe in yourself."

"The greatest weapon in the fight again breast cancer is you," said Carol Byrum, an endoscopy technician at the hospital who had her lumpectomy 14 months ago after being diagnosed with a triple negative invasive ductal carcinoma.

"If people could just realize how important it is to talk about it," said Byrum, who still fights the fear that the disease will return. When 12 of her co-workers shaved their heads and 33 showed up to bolster her spirits at a dinner at Don Jose, she felt overwhelmed by their show of support.

Albritton said that an online support group that was very helpful for her was through the National Breast Cancer Foundation Inc. Visit MyNBCF at www.community.NationalBreastCancer.org.

The American Cancer Society offers free support services, information, and a support group locator at www.cancer.org/Treatment/SupportProgramsServices. You can also call its 24-hour help line at (800) 227-2345.

The First Baptist Church in Sebring also hosts a breast cancer survivor group every Monday evening, except holidays, at 6:30 p.m. Contact Dolores Champion at 386-2942 for more information.

The Breast Cancer Awareness support group at Florida Hospital Heartland Medical Center, located at 4200 Sun 'n Lake Blvd., Sebring, meets the first Tuesday of the month in Conference Room 2 at 5 p.m.

For more information, contact Breast Patient Navigator Laurie Jones at 402-7575.

HBT: Billingsley trying to avoid elbow surgery

Chad Billingsley was ruled out for the season a while ago, but the Dodgers right-hander is trying to determine if he?ll need Tommy John elbow surgery and the 12-18 month recovery timetable that comes with it.

Billingsley has a partially torn ulnar collateral ligament, but was able to play catch regularly for the past week and Ken Gurnick of MLB.com reports that he ?now will ramp up to see if the ligament can withstand the rigors of pitching.?

Any hope that Billingsley can avoid going under the knife and continue to pitch effectively with a partially torn elbow ligament stems from his receiving two different platelet-rich plasma injections that are intended to aid the healing process.

After a very disappointing 2011 season Billingsley bounced back with a 3.55 ERA and 128/45 K/BB ratio in 150 innings before being shut down in late August. He?s under contract for $11 million next season and $12 million in 2014, with a $14 million option or $3 million buyout for 2015.

Does Circuit Training Fitness Equipment Help Men's Health Too ...

It?s no secret that circuit training workouts have skyrocketed in popularity over the last decade. Continuing the trend started by Curves for Women, health clubs nationwide have been helping women lose weight and tone up by offering circuit training exercise and by encouraging them to maintain a healthy diet.

Of the estimated 30,000 health clubs in the United States, approximately one-third feature a circuit training routine as their core workout. The vast majority of these gyms are geared towards women only, often boasting in their advertising that ?men are not allowed?.

But can this exercise equipment work for men, too? Can men, who traditionally shun weight loss diet pills and other gimmicks, benefit from this exercise program as well? The answer to that question depends on your personal goals. Men of all ages have different goals, from burning fat to building huge muscles to developing strength. Most men fall somewhere in between, desiring a combination of the three.

How To Lift Weights (Resistance Train) To Achieve Your Goals:

To help illustrate this point, let?s consider the three different ways to resistance train (lift weights), which correspond directly to your own personal fitness goals.

If your goal is to have lean, toned muscle without a lot of size, then you should be doing high repetitions with a relatively low amount of weight (resistance). You can lift this way all day long and you will not develop huge muscles. This approach to resistance training will accomplish two things: burn fat and tone muscle. That?s it. This is the method of resistance training offered by most circuit training health clubs. Let?s call it the ?Burn & Tone? goal.

If your goal is to increase muscle size, then you should be lifting relatively heavy weights (resistance) about 6-8 times per set. The weight selected should be about 80% of your 1RM (one rep maximum). For example, if the most you could ever bench press once is 100 lbs. (your 1RM), then to gain size you would want to be bench pressing about 80 lbs. 6-8 times per set. Compare this to the training of someone who wants to burn fat and tone muscle; the person who wants to gain muscle size keeps the weight much higher and does fewer repetitions. Let?s call this the ?Pump You Up? goal.

Finally, perhaps your goal is to gain extreme strength. An example of this would be a powerlifter. Resistance training to gain strength would require you to lift as much weight as possible, but only one time (one repetition). Obviously, this method will not burn as much fat. It will also not create gigantic muscles, but it will result in some significant muscle growth. Let?s call this one the ?Freakish Strength? goal.

Can Circuit Training Gym Equipment Help You Achieve Your Goals?

Assuming that you?re like most men, your personal fitness goals are probably to reach your ideal weight by burning some fat, while at the same time gaining some muscle and strength. You don?t need to look like Arnold in the first Predator movie, but then again you definitely don?t want to resemble Pee-Wee Herman either! Will circuit training help you?

To answer this question, it?s important to first examine and understand exactly what circuit training exercise machines will and will not do. Much of the circuit training fitness equipment available today will only help you with your ?Burn & Tone? goal. Why?

First and foremost, the reason why much of the circuit training exercise equipment on the market today will not help you with your ?Pump You Up? or ?Freakish Strength? goals is that these strength machines simply do not provide enough resistance. Many have just one resistance setting, which is usually set too low for you to get anywhere close to 80% of your 1RM (remember, that?s required for real muscle growth).

To accomplish those goals of substantial muscle growth and strength gains in a circuit training environment, it?s necessary to utilize equipment that has more than one resistance setting. In other words, you need to have the ability to increase the resistance (weight) so that you are able to remain close to your 1RM. This becomes even more true as you continue to exercise and become more fit, thus able to lift more and more weight.

Sports scientists actually have a phrase for this, and it?s called the Principle of Progressive Overload.

The ?Principle of Progressive Overload? maintains that once the body has adapted to the stress put upon it, no further progress will be made until 1) resistance is increased or 2) repetitions are increased. In other words, if you start exercising on circuit training equipment that has only one resistance level, you will probably see decent results for a time. However, once your body has adjusted to that level of resistance, and it?s no longer a challenge to you, your progress will come to a screeching halt. You won?t add any additional muscle, or strength, until you add more weight.

This puts a gym without adjustable resistance in the uncomfortable position of having their members ?plateau? once they have mastered the equipment. Depending on their age and prior fitness level, their members soon find that their progress has ceased. Many circuit gyms are unable to adjust their resistance settings, so by definition they cannot promise life-long progress.

For the best results, seek out a fitness center that has adjustable resistance circuit training equipment. By providing many different levels of resistance, they will help you achieve not just the ?Burn & Tone? goal, but also the ?Pump You Up? and ?Freakish Strength? goals. What if your goal is just to ?Burn & Tone?, though? Simple. Just don?t increase the resistance, so if your goal isn?t to increase muscle size then you can simply work out on a strength setting of 1. It?s up to you.

The answer, then, to the question ?Does Circuit Training Fitness Equipment Help Men?s Health Too?? is a resounding YES, assuming that you?re exercising on circuit training equipment that has more than one resistance setting.

Additional Weight Lifting Equipment Is Also Important:

Circuit training is popular because it works. Using the right exercise machines, men will have no problems meeting their health and fitness goals in a circuit training fitness center. However, there is another critical component to consider when seeking a workout routine that?s right for you: free weights.

While it?s true that circuit training is the fat burner you?ve been looking for all these years, and it?s also true that the right circuit training exercise equipment can help you build a significant amount of muscle and strength, it?s important to realize that free weights are especially important for men who want to pack on pounds of serious eye-popping muscle.

Why? For the answer, we need to dissect a weight lifting movement.

Positive vs. Negative:

There are two movements in any resistance training (weight lifting) exercise. These are called the concentric and the eccentric parts of the exercise, also commonly referred to as the ?positive? and ?negative?.

The concentric (positive) part of the resistance training movement is defined as ?Muscle action in which the muscle is shortening under its own power? (Source: Fitness, The Complete Guide; ISSA 2001). Examples would be pushing the bar away from you on a bench press, or lifting the bar towards your chin on a biceps curl.

The eccentric (negative) part of the resistance training movement is defined as ?Muscle action in which the muscle resists while it is forced to lengthen? (Source: Fitness, The Complete Guide; ISSA 2001). Examples would be lowering the bar on a bench press, or lowering the bar away from your chin on a biceps curl.

The point to be made here is that the eccentric part of the resistance training movement is the component that will lead to hyper-extensive muscle growth. When you work out you cause microscopic tears in the muscle, the fibers repair and regenerate and are able to handle future bouts of similar work while experiencing significantly less damage. Eccentric contractions cause greater muscle damage and thus provide the stimulus to make your muscles grow and strengthen. This may be due to eccentric contractions allowing greater force production in addition to less fiber recruitment, which means the fibers are stressed more and more damage occurs.

Circuit training equipment is double-concentric, meaning that it works opposing muscle groups at the same time. There is no eccentric movement. What this means for you as a man is that circuit training exercise equipment will help you burn fat, build muscle and increase strength in about half the time it takes in a ?regular? free weight gym. However, if your goal is to add a massive amount of muscle size, then you will need to incorporate some free weight exercises into your fitness workout.

In other words, while adjustable-resistance circuit training fitness equipment will help you build moderate to serious amounts of muscle, only free weights (with their eccentric movement) can turn you into a 900-pound gorilla. If that?s not your goal, then by all means stick with the circuit training. It?s safe, effective, and proven to get results.

But if you do want to go beyond moderate to serious muscle growth and create a shirt-busting body, then you?ll need free weights. That?s why it?s important to choose a circuit training health club that offers additional weight lifting equipment.

Conclusion: Does Circuit Training Fitness Equipment Help Men?s Health Too?

The short answer? Absolutely.

If your goal is to ?Burn & Tone?, then circuit training is virtually custom made for you. This is what circuit training was designed to do, and it accomplishes that goal better, faster and more efficiently than any other workout.

If you share the ?Pump You Up? goal, where you want to add a moderate to serious amount of muscle to your frame, then circuit training can help you if (and only if) you choose a gym that offers adjustable resistance circuit training equipment.

If your goal is to attain ?Freakish Strength?, then circuit training can help you, too. Again, however, it?s important to find a fitness center that offers adjustable resistance circuit training equipment.

Finally, when looking for a circuit training health club to join, it?s a good idea to find one that also provides a full array of free weights. Whether you?re a regular guy who just wants to augment his workout, or an up-and-coming muscle-head who wants to manufacture a gargantuan body, it?s convenient to have free weights as an option.

Circuit training is popular because it works. Circuit training is quick, efficient, and has made health and fitness dreams come true for thousands of men. Now it?s your turn.

Lewis Black returns to Broadway with knives sharp

NEW YORK (AP) ? This may be a presidential election year, but don't expect Lewis Black to be enjoying himself.

"Everybody goes, 'Oh, this must be an exciting time for you.' No. It's always the same," says the satirist and comedian. Then he corrects himself: "It's always the same ? but worse."

Black, 64, might be right, but one thing that's definitely stayed the same over the years is his refusal to turn a frowny face into a smile.

The author, stand-up comedian and regular contributor to "The Daily Show With Jon Stewart," has turned being frustrated, cynical and volcanic into highbrow humor, winning two Grammy Awards in the process.

Politicians of every stripe may want to avoid Times Square next month when his current show, "Running on Empty," rolls into Broadway's Richard Rodgers Theatre for eight shows beginning Oct. 9.

No one avoids his lashings, not Mitt Romney, whom Black calls the whitest candidate ever: "We know this because George Bush, in comparison to Romney, looks Jamaican." Barack Obama is no better, Black says: "He's offering up hope and, at my age, that's a worthless commodity."

To Black, the Democrats are weird ? "Harry Reid is not funny; he's creepy. Nancy Pelosi is creepy. Charles Schumer is sneaky and creepy," he says. And the GOP's love affair with Ayn Rand's "The Fountainhead" is bizarre: "If you're going to pick a book and you want to base a system of government around it, why not 'Harry Potter'?" he asks.

Black has found humor where comics have feared to tread, such as in Reaganomics and the Simpson-Bowles commission, or lawmakers in Congress who have seen their public approval plummet.

"How do you even have the courage to run for office in the first place?" he asks during an interview, his hands fluttering in annoyance. "If you were on Facebook and had a 10 percent approval rating, you'd have the common courtesy to kill yourself."

Black, an avowed socialist, long ago stopped getting caught up in the personalities and talking points of mainstream politicians ? he calls them "those idiots" ? and instead carefully watched their actions.

"To me, it's always a question of what do they say they're going to do? If they say they're going to do it, what does it really mean? And where do we end up?" he says. "To me, it's always the effect, not the people."

Theater producer James L. Nederlander has been a friend of Black's for 25 years, and he lured the comedian to one of his family's theaters at a perfect time: a few weeks before the election.

"It's like shooting fish in a barrel," says Nederlander, who is co-producing the show. "I just think he's a genius, and we just thought it was a great idea to let him loose."

Black, a Yale School of Drama graduate, intended to be a playwright, and he began his career at the West Bank Cafe, a small Hell's Kitchen space where he was co-artistic director, playwright-in-residence and host. There, he produced two new American one-act plays a week ? some by Aaron Sorkin and Alan Ball ? for eight years "to no one's interest." He began warming up the crowd and warmed to it.

"What stand-up allowed, I realized, was I could write stuff and get it heard faster than waiting around for somebody to read the play," he says. "Stand-up is the only thing in which you actually write it, act it and direct it simultaneously, so it's actually a great theater exercise."

He hadn't quite nailed his trademark high blood pressure style until comedian Dan Ballard came up to him one night. "He said, 'You know, you're really angry and you're not yelling. I'm not angry and I'm yelling. So when you go onstage, I want you to yell.' So I started to do that."

Black's comedy heroes include Richard Pryor, Bob Newhart, Shelley Berman, Paul Krassner and, of course, George Carlin and Lenny Bruce. "Carlin basically taught me you can say anything as long as it's funny. Lenny Bruce taught me to take something to its logical extreme."

To hone his material, Black watches cable news and reads both highbrow and lowbrow newspapers, focusing on editorials, both right and left. Lately, he's been spending time on the financial sections. "You know what's wrong with this country? It's that 80 percent don't have a vested interest in the business page."

Black chuckles that even though he never intended to become a comedian, his career has gone where he hoped ? to Broadway. His new act marks his second time on a Broadway stage since he filmed the 2004 HBO special "Lewis Black: Black on Broadway."

He's also enjoying another success from his past: Next month, the George Street Playhouse in New Brunswick, N.J., is producing one of Black's old plays "One Slight Hitch," which he began writing in the 1980s.

"It's really weird." he says. "In the world I should have been in, the play should be on Broadway. I should be playing The State Theatre in New Brunswick."

Review Alert Announces Restaurant and Bar Online Review ...

DALLAS, Sept. 25, 2012 /PRNewswire-iReach/ -- Review Alert Announces Restaurant and Bar Online Review Notification

Review Alert is launching a new product line designed specifically for restaurants and bars.

Review Alert (ReviewAlert.com) is a way for local business owners and managers to easily monitor review sites like Yelp, Foursquare and others which allow uncensored comments to be posted, regardless of whether or not the comments are true or damaging to a business.

"Restaurants and bars are particularly subject to unwarranted negative reviews," said Coulson "Coul" Mullen, Chief Strategist for Review Alert. "We take some of the sting out of these attacks by letting owners and the management know every day about posted reviews. The establishment then has an opportunity to respond and resolve negative comments."

Users of Review Alert have the ability to add up to 10 email accounts which can receive daily emails containing all reviews, negative and positive from review websites. This gives awareness to every significant member of the organization such as the owner, regional manager, general manager, assistant manager, chef or even the social media correspondent.

"If you operate a business where people gather for food and drinks, you want to know things are going well. If your staff did an exceptional job, they need to know. At the same time if there is a problem, this lets you do damage control very quickly" Mr. Mullen said.

For restaurants and bars, 15 industry specific websites like Zagat and Urbanspoon are monitored and 20 general review websites such as CitySearch and Yahoo Local are checked daily.

"We check them all. If a new review website launches, we're going to check it too," Mr. Mullen stated "We can't do anything about attack reviews, but we can let you know they are out there. Then, you can respond as an alert restaurateur would."

By keeping key staff members aware of posted reviews every day, Review Alert keeps restaurants and bars on top of public opinion.

O2 to sell upcoming HTC smartphone without a wall charger, says it's part of a 'simple vision'

In what could be considered a relatively strange move, O2 has announced that an upcoming, unannounced HTC smartphone won't come with a wall charger inside the box. According to the Euro carrier, this idea is part of a "simple vision" in which it wants "to take chargers out of boxes full stop," adding that research has shown more than 70 percent of UK customers don't have the need for such charger as they already own one with the same compatibility. The soon-to-be HTC device will, however, include a USB to micro-USB cable, so not everything will be completely lost. Now O2 didn't give any fruitful details about which HTC handset it'll be using to kick off the program, but we'll let you know as soon as we find out.

Forrester: iPhone App Users Young And Wealthy, Android App Users Skew Older

ios-vs-android1According to a new Forrester Research report, among U.S. mobile device users, those who use apps tend to be younger and more affluent than those who stick just to the web. Nearly one-third of those who use mobile apps fall between the ages of 23 and 31, and another third are in the 32 to 45 category. Usage varies by OS, however, and Apple's iPhone app audience are generally younger and better off financially, while those on Android tend to be older and less moneyed.

J.K. ROWLING On High Taxes - Business Insider

Wikipedia

One of the main talking points of those who argue that we need to cut taxes for rich people is that rich people will leave the country if we don't.

Why will rich people leave?

Because unlike all the irresponsible deadbeats who don't pay much in taxes, the story goes, rich people are smart, independent, and resourceful, and they won't stand for having their money confiscated. Instead, they'll just move somewhere with lower tax rates. Like Monaco.

This storyline, of course, goes hand in hand with the "you didn't build that" meme.

One of the defining themes of this year's presidential election is the conviction of the Republican party that every individual in America is entirely responsible for his or her success in life, as compared to the conviction of the Democrats that we're all in this together and even productive, responsible people occasionally benefit from collective well-being and shared resources.

Back in the summer, you will recall, Barack Obama tried to make the point that successful companies and entrepreneurs are successful in part because of the healthy American economic ecosystem in which they operate--an ecosystem that benefits heavily from the infrastructure and laws that the government has put in place. "You didn't build that," Obama said, referring, it seemed to some, to the ecosystem, not the entrepreneurs' companies. But this phrase was seized on as evidence that Obama was trying to take credit for all entrepreneurial success and demeaning entrepreneurs and companies in the process. So this phrase became one of the most-often-repeated Republican talking points.

It is with this as a backdrop that it's worth recalling why the richest woman in the UK, Harry Potter author J.K. Rowling, says she remains a citizen of Great Britain even though she's now a billionaire.

The bottom line?

Rowling loves her country, and she wants her kids to grow up there. And, as someone who once depended on the safety net designed to help those going through hard times, she feels a debt to her society.

Here's Rowling in the London Times (via Chris Bertram of Crooked Timber and Frank Black) :

I chose to remain a domiciled taxpayer for a couple of reasons. The main one was that I wanted my children to grow up where I grew up, to have proper roots in a culture as old and magnificent as Britain?s; to be citizens, with everything that implies, of a real country, not free-floating ex-pats, living in the limbo of some tax haven and associating only with the children of similarly greedy tax exiles.

A second reason, however, was that I am indebted to the British welfare state; the very one that Mr Cameron would like to replace with charity handouts. When my life hit rock bottom, that safety net, threadbare though it had become under John Major?s Government, was there to break the fall. I cannot help feeling, therefore, that it would have been contemptible to scarper for the West Indies at the first sniff of a seven-figure royalty cheque. This, if you like, is my notion of patriotism. On the available evidence, I suspect that it is Lord Ashcroft?s idea of being a mug

Mexico labor bill would loosen hiring, union grip

(AP) ? Mexico's main political parties agree that the country's dysfunctional labor laws need to be retooled. What they don't agree on is how, with a new proposal to loosen hiring and increase union democracy threatening to unleash a wave of labor unrest.

Advocates say the reform, which will allow part-time work, hourly wages and outsourcing, will help Mexico create the million new jobs per year it needs for young people and migrants returning from the United States. It is backed by both President Felipe Calderon, who submitted it to Congress this month, and President-elect Enrique Pena Nieto.

Opponents say Mexico's low wages in several industries already make its labor force more attractive than increasingly affluent countries like China and the last thing its workers need is a reform that would pare the meager benefits and job security they currently enjoy.

"Yes, we need a reform that allows labor productivity to increase, but not at the cost of workers' rights," said Jesus Zambrano, leader of the leftist Democratic Revolution party, which has vowed to oppose the bill, in the streets if necessary.

The problem is pressing: The country's 5.4 percent unemployment rate is probably a huge understatement, given the lack of unemployment insurance and the fact that jobless workers quickly slip into Mexico's vast, unregistered army of street vendors and day laborers. Officials say the lack of jobs is one reason why so many youths are drawn to Mexico's violent drug cartels.

Under Mexico's 1970's-era labor laws, workers earn as little as 60 pesos ($5) per day but still pay dues to pro-company "paper" unions they never see. About one-fifth of salaried workers in Mexico are unionized.

Bosses, meanwhile, complain that expensive severance and benefits packages, along with strict work and seniority rules, make it hard to create new jobs.

Added to that is a lengthy and arcane dispute resolution process that can hold up back-pay or severance cases for a decade.

Experts say loosening work and seniority rules to let employees perform different tasks and gain promotion based on ability would increase productivity.

In August, OECD Secretary General Angel Gurria said that labor reform, together with tax and other changes, could boost Mexico's GDP growth by 1 percentage point per year.

Everybody, even Zambrano, agrees that the proposal has some good points, such as secret ballots and external audits for notoriously corrupt and autocratic unions.

But given the odd alliances prevailing in Mexican politics, many fear the new proposal will actually decrease democracy in its unions.

Pena Nieto, who is scheduled to take office Dec. 1, said recently at a meeting of business leaders in Chile that the reform will "allow Mexico to have greater flexibility in its labor market, make hiring easier, without this necessarily meaning a step backward in labor rights."

But Pena Nieto's Institutional Revolutionary Party, or PRI, which constitutes the largest voting bloc in Congress, has for decades been supported by and protected the most antiquated, old-guard union groups in a system known as "corporativism."

Mexican unions are, at present, so undemocratic that, when opening new plants, employers will sometimes select a docile union for the new facility, and the first workers will enter with a labor contract already signed behind their backs.

While supporting the proposal, Pena Nieto seems loath to anger key supporters by approving the union transparency rules.

"I'm afraid that the PRI is going to defend the corporativist unions," said Carlos de Buen, a prominent labor lawyer.

And perversely, the new framework would actually make it much harder for upstart, democratic unions to challenge the old-guard "paper" unions. New rules would require such challenger unions to report the names of at least one-third of workers at a plant who support it ? names that would be seen by the employer's representative on local labor boards.

"This has the effect of closing the door to legal recognition" for upstart unions, said Arturo Alcalde, a Mexico City labor lawyer. "Now it's going to be impossible for there to be a democratic union."

All the talk about union democracy raises some distrust in labor circles, in part because Calderon's conservative National Action Party has never been known as a friend of labor, and in part because business groups support the proposal so strongly.

"They're only talking about the nicest part" of the law, those concerning union democracy, said Jaime Moreno, 42, a secretary at a Mexico City high school and part of the National University Workers Union. "But they don't say anything about the total transformation of labor relations."

Francisco Lopez, 50, an out-of work computer programmer, says he's already seen what temp agencies and outsourcing means: Foreign "consulting" firms that hire programmers like himself, charge the employer twice what the worker actually gets, and quickly dump the employee when a job is finished.

"It's like human trafficking," Lopez said. "I'm a victim of the foreign outsourcing firms."

But business groups say the reform is necessary.

"A flexible labor market, that gives legal certainty to employers and employees, is indispensable if we want our economy to grow," said Alberto Espinosa, leader of the Mexican Employers Federation.

Calderon said the new law, by providing training, probationary and part-time work, could especially help create jobs for those who currently have the hardest time entering the labor market: women and young people.

But critics say Mexico's ongoing wave of drug violence, extortion and robbery of freight shipments play a greater role than labor rules in limiting investment here.

"Businessmen don't avoid hiring people in Mexico because it's expensive," Alcalde notes, "because they earn so much less."

European Commission Realises There Might Be Startups Out There To Be Funded

photo (12)European Commission Vice President Neelie Kroes has decided the billions of euros stored over at the EU might well be better spent. In a speech today in Brussels she proposed a number of new ideas about how to spend EU research money under the EU's research programme, Horizon 2020. This is effectively a fund running from 2014 to 2020 with an ?80 billion budget to back the EU?s new programme for research and innovation and ultimately to drive new growth and jobs in Europe. Out of the ?80 billion available to Horizon 2020, Kroes has proposed investing ?16 billion in digital technology research. Most interestingly for startups is a proposal to ring-fence significant funds for high growth technology companies and innovative SMEs. ?The world is changing: the way we innovate needs to change too," she said.

Economists Agree: Varilek Beats Noem/Norquist on ... - Madville Times

In Monday's conversation with newsmen from that Sioux Falls paper, Democrat Matt Varilek said that Rep. Kristi Noem can't reduce the budget deficit with her Grover Norquist fantasies of tax cuts for millionaires and billionaires paid for by spending cuts on the backs of the poor. Rep. Noem compounded her own fiscal foolishness by calling for more spending on Native American programs, crop insurance, and the production tax credit for wind power (not spending per se, but certainly an up-front revenue decreaser).

Rep. Noem just sent me a Newspeak campaign flyer saying only she can balance the budget. However, the flyer shows she can't even manage her own campaign money properly. What meathead on Team Noem buys an address database that wastes campaign dollars by sending glossy brochures out to unpersuadable voters like me?

Don't listen to the flyers; listen to economists. A new survey of 236 members of the National Association for Business Economics finds a majority of those experts say Matt Varilek's approach of combining spending cuts with increased taxes is the best way to reduce the deficit. And those tax breaks for the rich to which Rep. Noem is so committed are boosting the debt without much promise of economic stimulus.

Taiwanese, Japanese ships clash over disputed islands

Japanese coast guard ships shoot water cannon at Taiwanese fishing boats in the East China Sea in a territorial dispute. NBCNews.com's Dara Brown reports.

By NBC's Arata Yamamoto and wire reports

About 50 Taiwanese vessels on Tuesday entered waters near a group of uninhabited islands at the center of a bitter territorial dispute involving Japan, China and Taiwan.

Japanese public broadcaster NHK showed footage of a Japanese coast guard ship shooting water at a Taiwanese fishing boat, while a Taiwanese patrol vessel blasted water at the coast guard ship in reply during an incident near the disputed Senkaku or Diaoyu islands, as they are known respectively in Japan and China/Taiwan.

The Taiwanese vessels ? 40 fishing boats and 10 coast guard ships ? entered the waters to protest the recent Japanese government's purchase of the islands from a private owner.

But by noon Tuesday all of the Taiwanese vessels had left the area, the Japanese coast guard said, after claiming their rights to fish in the area.

Japan infuriates China by buying disputed isles

The islands were nationalized by the Japanese government this month after it emerged that the outspoken governor of Tokyo, Shintaro Ishihara, had been in negotiations with the islands' owner to seal a more provocative deal by promising to build an emergency port for Japanese fishermen and various weather and communications facilities.

Osamu Fujimura, Japan's Chief Cabinet Secretary, said during a morning press conference that Japan had lodged a protest with Taiwan.

"In terms of the security surrounding the Senkaku Islands, we will continue to work together with the relevant ministries with a sense of alertness, and gather various information and vigilantly monitor the situation," he said.

"Our position is that this needs to be resolved under framework of our friendly ties with Taiwan, and to deal with the situation calmly," he added.

Chinese protesters: 'The Diaoyu islands belong to China!'

While few experts expect a military confrontation, an unintended clash at sea would increase tension, although all sides are expected to try to manage the spat before it spirals out of control.

NBC News emailed Taiwan's foreign ministry requesting comment on the incident and received a reply saying, "Thank you for your concerns about the issue, and please be patient for our further response."

September 18, the anniversary of Japan's 1931 invasion of Manchuria, is seen as a day of national humiliation in China, marked by protests even when relations with Japan are stable. This year's anniversary came amidst a Sino-Japanese dispute over an island chain called the Senkaku islands in Japanese and known to Chinese as the Diaoyu islands. NBC's Angus Walker reports.

The islands are also claimed by China, which has long regarded Taiwan as a breakaway province that is actually part of China.

Meanwhile in China, Japan's Vice-Foreign Minister Chikao Kawai began talks with his Chinese counterpart, Zhang Zhijun, the first diplomatic meeting between the two countries since anti-Japanese riots erupted over 100 cities across China amid rising tensions over the Senkaku/Diaoyu islands.

Emotional anniversary reignites anti-Japan protests in China

Before Tuesday's meeting, the Japanese envoy told journalists that he planned to explain Japan's position in a frank manner.

"Considering the difficult situation involving Sino-Japanese relations, we would like to do our best to move our relationship forward,? Kawai said.

Much at stake for US as tensions rise in troubled China Seas

A Chinese Foreign Ministry spokesman on Monday suggested that a resolution of the dispute would be difficult.

"China will elaborate on its position on the Diaoyu Islands, demand that Japan correct its mistakes and make efforts to improve Sino-Japanese relations,? Chinese Foreign Ministry Spokesman Hong Lei said, according to the UPI news service.

News and Society Blog-Energy: A Summer of Fluctuating Fortunes

ByGraham N Paul

Tough economic forces and lousy summer weather seem to be determined to try and take charge of the wholesale energy supply market. Prices tumbled throughout the middle of June to new lows. Annual gas prices are now 15% lower than the same time last year, while annual power prices fell to a two-year low and are 22% down year-on-year.

Falling power prices dragged annual spark spreads down 7% to ?3.4/MWh, and even that reliable stalwart coal is having a hard time of things, with slipping prices buffering the fall of dark spreads slightly to a ?17.9/MWh premium to spark spreads.

So what's been setting off these price crashes? Well, concerns about debt in the Eurozone nations hasn't helped. Greece lurches from crisis to crisis and even the election of a new government is doing little to allay fears about its long-term future. But it's slowing economic growth in the US and China that has really pushed international energy markets downwards. Brent crude oil tumbled to $97.6/bl, its lowest level since January 2011, and annual API coal dropped to a new 20-month low of $95.4/t.

However, all of this is good news for consumers. While we may be missing out on that 'BBQ summer' the forecasters promised us, both domestic and commercial end-users have seen energy prices drop in real terms. A fall in inflation has also helped to stabilise the retail market, but the big difference has been at the pumps, where motorists have finally started to see the numbers on the forecourts going down instead of up. This, combined with lower electricity and gas costs, has given the British economy a short respite, during which it has a chance to push up production and keep the fragile heart of UK PLC beating for a while longer.

Biomass - holding the fort?

Ironically, it's been the biomass market that has held the fort. Despite biomass contracts dropping, with prices for 2013 down 1% to ?88.5/t, prices are still around 6% higher than this time last year. They've recovered from their four-year low and are at their highest level for five months. This boost has been helped in no small measure with the approval of the plans for a 40MW staw-fuelled biomass plant in Snetterton, Norfolk, which have finally been given the go-ahead.

The weather outside is frightful...

The real headline grabber throughout June and into July has been the atrocious weather the UK has experienced. Lower than average June temperatures and storm after storm has resulted in a rise in UK gas demand. Supply peaked at 223.1mcm on 11th June, in the middle of the bad weather. Industry watchers believe that the unseasonably bad weather has encouraged many people to do something they wouldn't normally do in June - they turned the heating up. The result was that although the national system decreased 0.1%, the regional system climbed 2.2%. To date, summer demand (measured from April 1st) was down 7.8% on the national system but up a staggering 31.1% on the regional system, compared to the same time last year.

What this indicates is that while gas demand for power generation is down year-on-year, consumption by households and small businesses has risen. This means that gas consumption is acting as a barometer for the productiveness of the UK economy and while the big users may be struggling, homes and businesses are continuing to ride out the worst of the economic storm, putting a more positive face on what has been a difficult few months.

How prices will fare in the next few weeks will depend on three things - the resolution (or otherwise) of the Eurozone crisis, and the economic condition of the US and China. If they start to wobble you could see prices start to climb back up again.

Graham Paul - Services Delivery Director (EDW Technology). EDW have a long history developing, implementing and supporting best-of-breed software solutions. Since 2000, their electricity pricing system - part of ERS (Energy Retail Suite) has enabled energy retailers with powerful and highly competitive IT systems, transforming customer experience, improving business efficiency, reducing costs and boosting profits.

Einstein's brain is now interactive iPad app

CHICAGO (AP) ? The brain that revolutionized physics now can be downloaded as an app for $9.99. But it won't help you win at Angry Birds.

While Albert Einstein's genius isn't included, an exclusive iPad application launched Tuesday promises to make detailed images of his brain more accessible to scientists than ever before. Teachers, students and anyone who's curious also can get a look.

A medical museum under development in Chicago obtained funding to scan and digitize nearly 350 fragile and priceless slides made from slices of Einstein's brain after his death in 1955. The application will allow researchers and novices to peer into the eccentric Nobel winner's brain as if they were looking through a microscope.

"I can't wait to find out what they'll discover," said Steve Landers, a consultant for the National Museum of Health and Medicine Chicago who designed the app. "I'd like to think Einstein would have been excited."

After Einstein died, a pathologist named Thomas Harvey performed an autopsy, removing the great man's brain in hopes that future researchers could discover the secrets behind his genius.

Harvey gave samples to researchers and collaborated on a 1999 study published in the Lancet. That study showed a region of Einstein's brain ? the parietal lobe ? was 15 percent wider than normal. The parietal lobe is important to the understanding of math, language and spatial relationships.

The new iPad app may allow researchers to dig even deeper by looking for brain regions where the neurons are more densely connected than normal, said Dr. Phillip Epstein, a Chicago-area neuroscientist and consultant for the museum.

But because the tissue was preserved before modern imaging technology, it may be difficult for scientists to figure out exactly where in Einstein's brain each slide originated. Although the new app organizes the slides into general brain regions, it doesn't map them with precision to an anatomical model.

"They didn't have MRI. We don't have a three-dimensional model of the brain of Einstein, so we don't know where the samples were taken from," said researcher Jacopo Annese of the Brain Observatory at the University of California, San Diego. What's more, the 1-inch-by-3-inch Einstein slides on the app represent only a fraction of the entire brain, Annese said.

Annese has preserved and digitized another famous brain, that of Henry Molaison, who died in 2008 after living for decades with profound amnesia. Known as "H.M." in scientific studies, Molaison participated during his life in research that revealed new insights on learning and memory.

A searchable website with images of more than 2,400 slides of Molaison's entire brain will be available to the public in December, Annese said.

"There will be another Einstein and we'll do it like H.M.," Annese predicted. For now, he said, it's exciting that the Einstein brain tissue has been preserved digitally before the slides deteriorate or become damaged. The app will spark interest in the field of brain research, just because it's Einstein, he said.

"It's a beautiful collection to have opened up to the public," Annese said.

Some may question whether Einstein would have wanted images of his remains sold to non-scientists for $9.99.

"There's been a lot of debate over what Einstein's intentions were," museum board member Jim Paglia said. "We know he didn't want a circus made of his remains. But he understood the value to research and science to study his brain, and we think we've addressed that in a respectful manner."

Paglia said the app could "inspire a whole new generation of neuroscientists."

Proceeds from sales will go to the U.S. Department of Defense's National Museum of Health and Medicine in Silver Spring, Md., and to the Chicago satellite museum, which is set to open in 2015 with interactive exhibits and the museum's digital collections.

NetNewsLedger reports from the northern Ontario, Canada town of Attawakispat on James Bay, the manufactured homes that were brought over the winter ice road have been sited during the summer. A disagreement between Minister of Aboriginal Affairs John Duncan and the Attawakispat First Nation leaders over funding management has led to a continuing problem in replacing 50 donated, aging ATCO construction camp trailers. MHProNews has learned an application to help finance the construction of 30 homes in Attawakispat has been sidetracked because Minister Duncan has refused to approve an agreement between the Canada Mortgage and Housing Corporation.

Forget The Homepage - Web Analytics World

Every website has one. Every website needs it. At least we do think it?s needed. The Homepage.

Do not trust the old and standard rules any longer. Times have changed, user behavior is different, consumption methodologies are new, visitors (internet users) have learned a lot.

Website owners haven?t. It seems. But they need to adapt to the visitor behavior. That means, it is most likely that the visitors do not enter your site via the homepage. But that is what it is built for, right? All links, all relevant content, all structure, all help functions are gathered on that platform.

While visitors enter your website via so many channels (mobile, tablet, referrer, landing page, social media, viral marketing, streaming etc.) the homepage is no longer the most important entry point. Maybe by percentage of entrances in total, but not by quality of entry.

Internet surfers don?t have time
Internet surfers love direct and fast info on topics or products they have been searching or shopping for. Yes, there is also a difference: if they search for something to buy their behavior is much different to the behavior after they bought something and do a research on add-ons, chats, user groups etc. about that product. Engagement is the magic word here.

So, they love fast output. That is why the homepage gets less important. When I bought a digital camera I was not looking on the homepages of Canon, Nikon, Olympus etc. I was looking in the results of my search engine after I entered different search words (digital camera, camera with optical zoom, digital camera test, etc.). This way I get to different portals, blogs and user platforms to get more insights in the product range of all those vendors. And within the chats, the user groups, the tests I clicked links to the relevant vendor-websites to see the details of the described cameras. I never came across a homepage. Not once!

site structure

?

Forget about old fashioned hierarchical structure

?

Homepage is Old School
Visitors are no longer entering and browsing websites by the traditional top-down approach and website owners should be acting on this change. Internal search functions need to be on every relevant site, not only the homepage. Product comparison needs to be on more than one area of the website, help functions like Call back button or bot-chat need to be on many different pages within the website.

What does this mean? Get away from hierarchical thinking. The homepage is no longer number one. It is the user behavior that is number one. It is the detailed check of entry points to your website that is number one. And it is analyzing those channels in terms of success (turnover, lead generation, feedback etc.).

The learned relevant homepage functions need to be everywhere the visitor enters your site. The visitor will be thankful (without actively noticing) that all required details and functionalities are available without being forced to click the company logo in the top left corner to get to the main menu, the search function or the website overview.

If you ruin the joy of use while surfing on your website, you ruin the relationship with the website-visitor. You ruin your business model. The more information about your company or your product can be found on the internet the more likely it is that a visitor does not enter your brand name and puts a ?.com? behind it. Be aware of the change in the user behavior. If your online agency tells you the homepage is the most relevant spot at all, fire them and search for new experts to support you.

Welcome to the real online world.

Fiona Apple Is Told to "Shut Up and Sing" by Texas Sheriff

A week after Grammy winner Fiona Apple accused a Texas sheriff’s department of unspecified abuses during her time behind bars, her jailer has a message for the alt-singer: "Just shut up and sing."

F-22s Scrambled to Intercept Aircraft During Obama NYC Visit

Two F-22 Raptor fighter jets intercepted two other planes that had entered restricted airspace over the United Nations General Assembly in separate incidents today, the military said.

The two unidentified planes entered temporarily restricted airspace over the international diplomatic headquarters where President Obama spoke and were later intercepted over central New Jersey, according to the North Atlantic Aerospace Defense Command (NORAD). Both planes, described as "general aviation aircraft," landed at a nearby airport without incident.

The F-22s were called to take on the intercept mission just months after the Air Force claimed to have solved a mysterious problem with the $420 million-a-pop fighters in which pilots reported experiencing symptoms of oxygen deprivation in mid-flight. The problem forced the entire fleet of 180-odd aircraft - which has never been in combat - to stand down for months in 2011 and the planes were only let back in the air under strict flight restrictions - restrictions that are now being lifted.

ABC News Investigation: The F-22s' Fatal Flaws

The F-22's past problems apparently weren't a concern for the joint U.S.-Canadian NORAD command, where spokesperson Lt. Al Blondin told ABC News that choosing an aircraft for an intercept mission - either an F-22, F-15, F-16 or a Canadian fighter - really just comes down to a matter of convenience.

"It's whichever one is readily available," he said. "Day to day, we've got them on stand-by all over North America."

F-22s have previously been scrambled to intercept aircraft from Maryland to Illinois, according to NORAD, and once, in 2009, F-22s reportedly shadowed a Russian patrol near the arctic.

Those incidents are the closest any planes in the $79 billion Raptor fleet have ever come to combat, as they went unused in Iraq, Afghanistan and in the temporary U.S.-led no-fly zone over Libya last year. The 180-odd F-22 planes, built by defense contracting giant Lockheed Martin and billed by the Air Force as the most advanced stealth jets on the planet, simply weren't necessary in those operations, the Air Force said.

In May, an ABC News investigation into the mystery F-22 problem found that in more than two dozen instances since 2008, Raptor pilots reported experiencing the symptoms of oxygen deprivation including dizziness, sluggishness and poor judgment while in mid-flight. In one instance, a pilot apparently became so disoriented that his plane dipped down and skimmed treetops before he was able to save himself. In a separate incident, Capt. Jeff Haney was killed in a crash shortly after a still unknown malfunction caused his oxygen system to shut down mid-flight.

The Air Force launched multiple investigations of their own with the help of NASA engineers and Navy divers, but for months were unable to figure out what was causing the pilot's problems. It wasn't until July that the military announced it had found what they believed to be the main problem: an overinflated pressure vest that was restricting the pilots' breathing.

The Air Force has since began lifting the flight restrictions on the plane and is in the process of installing a secondary automatic back-up oxygen system on the planes as a precaution - a system that Haney's family said would have saved his life had it been in place two years ago.
