Stewart's 'Snow White' comes out fighting

By Randee Dawn

Early buzz from "Snow White and the Huntsman" has already revealed that this is not your parents' little princess lost in the wood: Kristen Stewart's title character is a kick-butt, sword-wielding fighter. And it turns out, she's even handier with her fists than she realized -- during a scene in which she has to tussle with Chris Hemsworth's Huntsman, she broke his nose.

"I swear I didn't mean to," she told the TODAY gang on the plaza Thursday morning about clocking the "Thor" star. "He got too close."

Perhaps that happened because she wasn't exactly trained for armed combat. Stewart reported director Rupert Sanders didn't go in for fight choreography or rehearsal. "Basically at the end of the day, (he) put a sword in my hand and said, 'Don't die,'" she said.?

But that works for the film, she noted: "You don't want to watch Snow White suddenly become this skilled -- it's so much more from the heart, and she really moves toward fear and doesn't back away from it, so it's really cool to watch her."

The film is rated PG-13 -- but as Stewart told Matt Lauer, it might be okay for his 5-year-old. "It depends," said the actress, who made her name with the "Twilight" films. "When I was 5 I watched a lot of really scary movies."

"Snow White and the Huntsman" opens June 1.

Lost Data A Growing Concern For Small Businesses: Survey Says

The growing trend toward BYOD (bring your own device) in the workplace is putting company data at risk, according to a survey by Mozy and Compass Partners. Most (87 percent) small and midsize businesses have no formal policy in place regarding employees? use of personal devices for work purposes -- and 80 percent weren't even concerned. About 33 percent of companies let employees make their own decisions about how to back up company and client data on their devices, and most companies lack adequate backup or data recovery plans for those devices.

Besides not backing up, employees are engaging in other risky behavior with their personal devices, including not having antivirus protection, leaving laptops alone in coffee shops or other public places, using public computers to access company networks and transferring unencrypted data.

Why it matters to your business: The risk of loss isn't just theoretical. For example, 11 percent of the survey's respondents said employee laptops have been stolen in the past, and in 98 percent of those cases, all of the lost data was never recovered. The "bring your own device" trend isn't going away, but if you allow it, you do need to set some rules to protect your customers' data, your data -- and your business.

The Faster-Than-Light Telegraph That Wasn't

Web Exclusives | More Science

In 1981 physicist Nick Herbert leveraged strange features of quantum mechanics to design a superluminal communication system. The quest to uncover its subtle flaw led to a profound new understanding of the quantum world

Herbert's FLASH system?the acronym stood for "first laser-amplified superluminal hookup"?employed a source that emitted pairs of photons in opposite directions. The scheme focused on photons' polarization?that is, the directions along which their associated electric fields oscillated. The photons could be plane-polarized, with the electric fields oscillating either horizontally (H) or vertically (V). Or the photons could be circularly polarized, with the electric fields tracing out helical patterns in either a right-handed (R) or left-handed (L) orientation.

Physicists had long known that the two flavors of polarization?plane or circular?were intimately related. Plane-polarized light could be used to create circularly polarized light, and vice versa. For example, a beam of H-polarized light consisted of equal parts R- and L-polarized light, in a particular combination, just as a beam of R-polarized light could be broken down into equal parts H and V. Likewise for individual photons: a photon in state R, for example, could be represented as a special combination of states H and V. If one prepared a photon in state R but chose to measure plane rather than circular polarization, one would have an equal probability of finding H or V: a single-particle version of Schr?dinger?s cat.

In Herbert's imagined set-up, one physicist, Alice ("Detector A" in the illustration), could choose to measure either plane or circular polarization of the photon headed her way [1]. If she chose to measure plane polarization, she would measure H and V outcomes with equal probability. If she chose to measure circular polarization, she would find R and L outcomes with equal probability.

In addition, Alice knows that because of the nature of the source of photons, each photon she measures has an entangled twin moving toward her partner, Bob. Quantum entanglement means that the two photons behave like two sides of a coin: if one is measured to be in state R, then the other must be in state L; or if one is measured in state H, the other must be in state V. The kicker, according to Bell's theorem, is that Alice's choice of which type of polarization to measure (plane or circular) should instantly affect the other photon, streaming toward Bob [2]. If she chose to measure plane polarization and happened to get the result H, then the entangled photon heading toward Bob would enter the state V instantaneously. If she had chosen instead to measure circular polarization and found the result R, then the entangled photon instantly would have entered the state L.

Next came Herbert's special twist. Before the second photon made its way to Bob's detectors, it entered a laser gain tube [3]. Lasers had been around for 20 years by that time, and as the leading textbooks routinely touted, the output from a laser had the same polarization as the input signal. That suggested that the laser should release a burst of photons in the complementary state to whatever Alice had found at her side. Bob could then split the beam [4], sending half toward a detector to measure plane polarization [5] and half toward a detector to measure circular polarization [6].

If Alice chose to measure circular polarization and happened to find L, then the entangled photon heading toward Bob would instantly go into the state R prior to entering the laser gain tube. Out of the laser would burst a stream of R photons heading toward Bob. He could then send half the beam toward a detector to measure plane polarization and half toward a detector to measure circular polarization. In this case, Herbert concluded, Bob would find half the photons in state R, none in state L, and a quarter each in states H and V. In an instant, Bob would know that Alice had chosen to measure circular polarization. Alice's choice?plane or circular polarization?would function like the dots and dashes of Morse code. She could signal Bob simply by alternating her choice of what type of polarization to measure. Bob could decode each bit of Alice?s code faster than light could have traveled between them.

As GianCarlo Ghirardi, Tullio Weber, Wojciech Zurek, Bill Wootters and Dennis Dieks each clarified, Herbert?s device would not actually allow superluminal signaling. A photon in state R, for example, would exist as a combination of equal parts H and V. Each of those underlying states would be amplified by the laser. Hence the output would be a superposition of two states: one in which all the photons were in state H, and the other in which all the photons were in state V, each with a probability of 50 percent. Bob would never find half in H and half in V at the same time, just as physicists would never find Schr?dinger's cat to be both half-dead and half-alive upon opening the box. Thus, Bob would receive only noise no matter what setting Alice had chosen on her end. Moment by moment, Bob's detectors would flash H with R or V with L or H with L and so on, in random combinations. He would never find H and V with R, and hence he would have no way to determine what Alice had been trying to tell him. Quantum entanglement and relativity could coexist after all.

This discovery became known as the "no-cloning theorem": a powerful statement about the ultimate foundations of quantum theory. An arbitrary or unknown quantum state cannot be copied without disturbing the original state. No one had ever recognized that fundamental feature of quantum theory before the cat-and-mouse game had unfolded between Nick Herbert's thought experiment and his talented detractors. The fact that quantum theory sets an ultimate limit on the ability of anyone?including a potential eavesdropper?to seize individual quantum particles and make copies of them soon became the bedrock for quantum encryption, and today is at the heart of the flourishing field of quantum information science.

Daniel R. Schwarz: What Is the Cultural Significance of Facebook's May 18, 2012 IPO?

Worrying about the fluctuating price of Facebook and whether Morgan Stanley properly managed the IPO misses the major historical and cultural point of what happened. What, we should be asking, is the significance of Facebook's opening capitalization (number of shares times price of shares, originally $38) at over $100 billion when the iconic New York Times Company -- which owns the New York Times as its flagship product -- is capitalized at less than one billion?

Given that Facebook's original capitalization -- making it on May 18, 2012, the 23rd largest U.S. corporation -- is as much a predictor as a reflection of value, does this mean that investors are voting with their feet and fleeing traditional media for social media because they foresee not only the end of the print paper but the inability of the Times to sustain itself as a news source? While the average stock S&P price is $14 for every $1 of profit, Facebook's shareholders paid $100 for each dollar of profit. (Even today, May 27, 2012 with a price decline to slightly under $32 a share and capitalization of over $87 billion, it is still in the top 30 largest corporations.) By contrast, it is not clear if the Times Company is on the road to profitability.

I am less interested in the business model than the value our culture is putting on what is still perhaps the most important news gathering institution in the world -- versus the value it is placing on a social media company. For more than one hundred and fifteen years, the New York Times has been, not without bumps such as the misreporting of WMD's, our best diary of how our history unfolded day by day.

In an important way, Facebook is the anti-Times. The concept of the newspaper as paper of record also implies gatekeeping by which I mean that the editors decide what goes through the Informational Gates into the daily print paper and Internet site, nytimes.com. In his column in the May 20, 2012 Sunday Times, Thomas Friedman seems to quote with approval Amazon.com's founder, Jeff Bezos, who advocates "eliminating all the gatekeepers."

But do we really want the death of gatekeeping? Within a democracy, we want forums for diverse views and much can be said for interactive media with audience comments. But we also need accurate and objective news and that depends on editors and reporters selecting and arranging available information. More than any other news source in the United States, the Times -- with its 26 foreign bureaus and experienced news staff -- provides foreign news. No doubt some independent bloggers are informed, and op-ed pages and major sites like The Huffington Post should include them in a dialogue. But that is different from ceding major foreign news to bloggers who not only don't know the languages and histories of the places they discuss but also have never visited those countries or interviewed key political figures. (In regard to gatekeeping, we might also note that authoritative historical and scientific books and articles also depend on knowledgeable editing and vetting).

If the blogosphere undermines the concept that editors control those Informational Gates, Facebook takes this even further by assuming we are interested more in each other's private and personal lives -- what we might call micro-news -- than in international, national and even local news, and that we will spend more time reading about the health of our friend's dog -- the term "friend" is used loosely when many Facebook users have hundreds of friends -- or a minute-by-minute report on what music someone is listening to. One could argue that this information fills different needs, but many of my present and recent former Cornell students -- and these are for the most part gifted students -- spend hours on social media, most of it on their smart phones; by their own admission, this takes time away from being informed.

This interest in the small details of life -- local news defined in its most reductive form --affects the major news-gathering venues that must engage its readers to sell advertising. With its expanded emphasis on its soft sections such as Style, Dining, Home and Travel, the Times today is as concerned with delivering what it thinks its audience and its advertisers want as it is with what it thinks its audience needs to know. This escalation of what the Times calls value added journalism -- where to eat and travel, how to invest and buy a home, how to find a partner -- takes its cue from social media in stressing the details of day-to-day life.

So when we hear that Facebook is worth more than 100 times -- or more than 87 times with the decline in its post IPO price -- what the New York Times Company is worth, we are not only hearing an economic fact but also learning something about the values of our culture. In 2012, we may be more interested in the warp and woof of our daily life -- often fluff rather than substance -- and we may be more motivated by our need to connect with one another on micro-matters rather than to find larger goals and ideals informed by national and international concerns.

Subtropical Storm Beryl: Dixie beachgoers batten down for big Memorial Day soak

It?s not the way Memorial Day event organizers from South Carolina to Florida wanted the unofficial summer kickoff to go, with Subtropical Storm Beryl bearing down, threatening beach barbecues, but sparing the big NASCAR race.

By Patrik Jonsson,?Staff writer / May 26, 2012

Subtropical Storm Beryl along the South Carolina Georgia coastlines. Tropical storm warnings have been issued for the Southeast coast from north Florida to South Carolina as a cluster of thunderstorms gathered strength Friday night and was expected to become Tropical Storm Beryl over the Memorial Day weekend.

Marking the first time in a century where two named storms have formed before the start of hurricane season on June 1, Subtropical Storm Beryl took aim at the ribbon of barrier islands along the Southeast as the Memorial Day holiday got underway, threatening to temper, if not squelch, the symbolic start of the American summer for tens of thousands of Southerners.

As of 11 a.m. Saturday, Beryl, as expected, switched to a southwesterly path, putting landfall of its central mass somewhere close to the Georgia-Florida border. The National Weather Service advised that the stretch from the Volusia-Brevard county line in Florida to Edisto Beach, in South Carolina, is under a tropical storm warning, meaning that storm conditions are imminent within 36 hours.

With 45 mile-per-hour sustained winds, Beryl, which organized overnight Saturday into a named phenomenon, is no monster storm, but is beefier than Alberto, which formed a week ago almost on the same patch of Atlantic where Beryl originated.

Hurricane prep: Are you smarter than a storm tracker? Take our quiz

Hurricane watchers say Beryl will bring rain, strong high tides, and cloudy skies to a wide swath of the coastal South, where hundreds of thousands Southerners flock to celebrate Memorial Day and unofficially kick off summer every year.

The difference between a tropical and subtropical storm has nothing to do with wind speed, but whether thunderstorms cluster at its center (a tropical storm) versus a more spread-out pattern (subtropical), as in the case of Beryl.

The storm is expected to hit hardest south of Charleston, across Georgia?s Golden Isles, and onto Florida?s Atlantic beaches, and is expected to stall over the area before pushing back offshore on Monday. What remains could later in the week move up the Atlantic coast, past North Carolina?s storm-prone Outer Banks.

While Beryl may dampen the mood for annual beach pilgrims, East Coast surfers are waxing their boards.

?The cut-off line between Beryl's bad weather will be quite sharp ? generally speaking, along Interstate 95,? says weather watcher Steve Lyttle, who blogs as The Weather Guy. ?Areas east of I-95 will see mostly cloudy skies this weekend, with a good chance of rain. West of I-95, there'll be mostly sunny skies and just a few showers.?

The biggest planned Memorial Day event close to Beryl?s impact zone is Sunday?s Coca-Cola 600 NASCAR race at Charlotte Motor Speedway, where 150,000 fans are expected to turn up to watch racers like Dale Earnhardt, Jr., try to win the flag. As Beryl took aim on Saturday, meteorologists said the race will likely be unaffected, and might even benefit: The storm is likely to cause localized cooling for fans as much of the rest of the nation faces a Memorial Day heat wave.

More affected are the dozens of Memorial Day weekend fishing tournaments up and down the Southern coast, including the annual Fripp Island, S.C., tournament, which was scrapped Saturday because of the approaching storm.

Beryl is one of two storms being watched by the National Hurricane Center in Miami. A weakened Pacific cyclone, now tropical storm Bud, still threatened the tourist beaches of Puerto Vallarta, Mexico, on Saturday. A third, unnamed storm battered parts of Cuba and the Bahamas on Friday. Cuban authorities reported two people, including a French citizen, being swept away by rain-flooded rivers.

As for Beryl, those planning to travel to beaches in South Carolina, Georgia, and north Florida can expect rain showers to step up on Saturday and continue into Sunday and Monday. Winds will push in from the northeast at up to 30 miles per hour, with occasional gusts even stronger. Surf will be gnarly, and rip currents will be running pretty good.

Which tablet platform to pick for your App iOS, Android, Windows or HTML5?

John Koetsier shares an interesting post on picking the tablet platform for the app that you develop.

John Koetsier shows the various choices of platforms available for the developers to develop an App that includes iOS , Android , Kindle Fire , Windows 8 , BlackBerry and HTML5

Below is my short opinion on the picking the platform for development.

Apple?s iOS is the leader in tablet sales and android being the leader in smartphone sales. With the Windows 8 to be launched officially later this year, it sounds like there are plenty of opportunities for the developers to develop or even port their app to different or almost all the popular platforms.

Almost all the platforms above support HTML5 with different levels of support. Check HTML5test.com to know more about how well does the browser support HTML5?

HTML5 may be a good option for the developer to look out for developing and porting the app easily across multiple platforms.

Some HTML5/JavaScript based libraries could also be looked at like

  • Phone Gap
  • Sencha Touch
  • JQuery Mobile
  • And more?

There is certainly an advantage on the Native development on these platforms and going HTML5 way or Native Way totally depends on the kind of project, target audience and the business model.

Pool access for the disabled sparks controversy

WASHINGTON (AP) ? The Obama administration is sidestepping an election-year confrontation with the hotel industry and other pool owners to give them more time to comply with access rules for the disabled.

The rules have been in the works since the early 1990s, but the Justice Department created an uproar among hotels, waterparks, health clubs and the like earlier this year when it said it will require many such facilities to install fixed, permanent lifts to comply with the Americans With Disabilities Act.

After initially setting a March 15 deadline ? and telling the industry it wouldn't budge ? the department has granted two extensions. After first saying it might grant a reprieve until September, Justice announced last week that pool owners won't have to comply with the new requirements until early next year, a move that gets the controversy safely past the election.

At issue is whether hotels and other facilities will have to install fixed, permanent lifts to assist disabled people getting in and out of their pools, a move that requires hiring a contractor and tearing up the pool deck at a cost of as much as $6,000.

Many pool owners were hoping to comply with the rules by purchasing less costly portable lifts that could be wheeled out to poolside as needed. Hotel owners who already have lifts say few of their customers ever ask for them.

Advocates for the disabled are frustrated by the delay, saying it means another summer swim season without lifts at most pools. They accused the hotel industry of creating an 11th hour tempest to undo rules that have been in the making since the Clinton administration.

"It's a little disingenuous to say that came out of nowhere," said Heather Ansley, a lawyer with United Spinal Association.

But they're pleased that Justice isn't caving to demands that everybody be allowed to get by with portable lifts.

"They've been trying to duck it for 10 years, and the agency keeps putting it off, putting it off," said Rep. Jerold Nadler, D-N.Y. "Enough already."

Disabled people complain that in cities where lifts are already required, portable lifts are often stowed away and that not all employees know how to operate them. And they say that the hotel and motel industry has a long record of trying to evade access rules for the disabled, sometimes waiting to be sued before complying.

The issue gets even trickier. There's a longstanding exemption in the law which says existing facilities can avoid an ADA requirement if they determine compliance is not "readily achievable." That's pretty ambiguous, but as defined in the law it basically means you're eligible for the exemption if you determine that it's too difficult or expensive. Figuring out whether one qualifies for the exemption can be difficult.

The rules always had been going to require that newly constructed pools be required to have built-in lifts. But in January, Justice issued technical guidance that for the first time required fixed pool lifts at existing pools, said Minh Vu, a Washington lawyer representing the hotel industry. That took many pool owners by surprise, upending their plans.

The guidance created a new set of potential problems and concerns. Among them was that children might climb on the lifts ? which would be built at the shallow end of the pool ? and potentially hurt themselves by falling or diving off.

The January directive put hotel owners in a real bind. Over the horizon they saw themselves being hit with government penalties and private lawsuits for failing to comply with the rules. Some hotels announced they would have to close their pools. Community and municipal pools risked being out of compliance as well.

The uproar quickly made its way to Capitol Hill. Several members of Congress prepared legislation to roll back the fixed lift requirement. At the same time, hotels flooded the Justice Department with complaints about being unable to meet the deadline.

A week ago, Justice announced that pool owners now have until Jan. 31, 2013, to comply with the rules.

"We got such an overwhelming response indicating the widespread misunderstanding of the law and indicating that the pool lift manufacturers are having trouble meeting the demand, so we wanted to make sure people had enough time," Eve Hill, a senior attorney in the Justice Department's civil rights division, said.

On Thursday, Justice said pool owners who bought a portable lift before the original March 15 deadline two months ago would be considered in compliance as long as the lift is in place whenever the pool is open.

The department also hopes to clear up confusion among hotel operators about whether their circumstances qualify them to get by with a somewhat less expensive portable lift or win exemption from the requirement altogether.

Hotel industry lobbyists, meanwhile, succeeded in getting the House to block the Justice Department from implementing the new regulation requiring permanent pool lifts as part of a spending bill for next year. The idea could get a Senate vote next month.

Engineering and Physical Sciences Research Council

The Engineering and Physical Sciences Research Council (EPSRC) has today announced the recipients of its first ever Fellowships in Manufacturing.

The five-year fellowships, each worth around 1 million, have been awarded to Dr Geoffrey Nash, Dr Harish Bhaskaran, Dr Ajoy Velayudhan and Dr Peter Foote.

Professor David Delpy, CEO of EPSRC, said: "To meet the manufacturing challenges of tomorrow we need to transfer industry best practice to the academic world. Each recipient has a strong industry background and has the potential to become an international research leader, able to set and drive new research agendas, bring together multidisciplinary teams to solve real-world problems, and influence, inspire and motivate a wide sphere of stakeholders."

Minister for Universities and Science David Willetts said: "These new manufacturing fellowships will strengthen links between industry and the academic community and ensure that our leading companies have access to the very latest research. This will help us solve technological challenges and drive growth by keeping the UK ahead of the game in manufacturing."

  • Dr Geoffrey Nash will be based at the University of Exeter. The industrial partners are Procal, Qinetiq and Oclaro and his research is in the field of disruptive optoelectronic manufacture using graphene.
  • Dr Harish Bhaskaran will be based at the University of Exeter. The industrial partners are Asylum Research, IBM and iNets. His research area is in nanomanufacturing.
  • Dr Ajoy Velayudhan will be based at University College London. His industrial partner is GE and he will be working on modelling macromolecular manufacturing.
  • Dr Peter Foote will be based at Cranfield University, working with Meggitt, Smart Fibres Ltd and Rolls-Royce on sensors for through-life engineering.

Drs Ajoy Velayudhan and Peter Foote will be associated with EPSRC Centres for Innovative Manufacturing (one in emergent macromolecular therapies and the other in through-life engineering services).

EU leaders support growth, give few concrete plans

BRUSSELS (AP) ? European Union leaders concluded their latest summit early Thursday with few concrete steps to fix the continent's festering financial crisis even as the potential for a messy Greek exit from the euro appears to be rising. Some leaders stressed the importance of planning for just such an event but offered no measures that might help Greece avoid it.

Also left unresolved was what Europe should do to spark economic growth and restore the confidence of investors, who have driven some countries' borrowing costs to unsustainable levels. The fiscal austerity agenda that Germany has promoted as the solution to Europe's problem of too much government debt has been met with rising skepticism in other euro countries.

The leaders of the 27 EU countries agreed to give institutions such as the European Investment Bank the task of drawing up proposals for growth in time for another summit in June. But there was discord over more aggressive actions promoted by some leaders heading into the summit, such as issuing bonds jointly as a way of reducing borrowing costs for heavily indebted nations among the 17 countries that use the euro.

The perception that European leaders lack the political will to tackle the continent's financial and economic problems has left markets on edge for weeks. Recession is spreading. Banks are under pressure. The biggest fear is that if Greece cannot be saved, other larger economies ? like Spain or Portugal ? might face the same fate.

The euro countries "have to consider all kinds of events," Luxembourg Prime Minister Jean-Claude Juncker told reporters after a European Union summit, but insisted that "the working assumption" was that Greece would remain part of the euro. Leaders gathered in Brussels recognized that Greece had endured significant hardships and promised to release development funds aimed at spurring growth.

But the statement from Juncker, who also chairs meetings of eurozone finance ministers, was a frank admission that Greece could wind up abandoning the euro. The country's fringe political parties, which are threatening to renege on commitments made to secure bailout loans, saw their popularity surge in recent elections. No party has been able to form a government, and the country will vote again June 17.

Many analysts have said that Greece, already in its fifth year of recession, has no hope of recovery if it sticks to the spending cuts and tax hikes it agreed to in order to secure bailout loans.

"We want Greece to remain in the euro area," German Chancellor Angela Merkel said after the meeting. "We expect that they will stick to the commitments that they have entered into."

Political uncertainty in Greece is just one of the fires the Europe needs to put out. Leaders are also worried about rising borrowing costs in Spain and Italy that could force them to seek bailouts, just like Greece, Portugal and Ireland did.

Markets had expected the latest EU summit to disappoint and it did. Europe's stock markets had fallen heavily during trading on Wednesday and the euro hit a near two-year low against the dollar.

Asian stock markets retreated Thursday as the lack of a breakthrough in Europe unnerved traders. Japan's benchmark Nikkei 225 was down 0.5 at 8,514.53 and Hong Kong's Hang Seng slipped 0.6 percent to 18,682.38.

Dariusz Kowalczyk, senior economist at Credit Agricole CIB in Hong Kong, said Thursday: "Europe is not doing enough, and the market may not wait for them."

One of the biggest questions facing Europe is whether it's time to cut Greece some slack. Some European countries seemed ready to ease the pressure, and international organizations have called for the pace of austerity measures to be slowed in some struggling countries.

But Thursday's summit of 27 European Union leaders ended with no apparent concessions. A final statement said Greece had to respect its commitments and trumpeted the money the eurozone and the International Monetary Fund had loaned Greece as a sign of their "solidarity." It did say that funds for economic development would be sent to Greece ? though it's unclear how much of an immediate impact on growth they would have.

Juncker insisted early Thursday that he had not asked the euro nations to prepare national contingency plans for a possible chaotic departure of Greece from the currency.

French President Francois Hollande said that to evoke the even the possibility was dangerous ? and would send a signal to the markets that the eurozone wasn't standing behind Greece.

The debate reflects the fine line European leaders must walk between pressuring Greece to stick to a program of spending cuts and tax hikes that have exacerbated its economic slowdown and trying to ensure its presence in the eurozone.

Spanish Prime Minister Mariano Rajoy suggested the European Central Bank resume some of its emergency measures, such as buying the bonds of weak countries, which has the impact of lowering countries' borrowing rates. The ECB has suspended the purchases because, as an independent body, it does not want to be seen supporting governments directly. Instead, it has given European banks massive amounts of cheap loans to bolster confidence in the financial system and allow banks to buy up their country's debt.

Leaders on Thursday also addressed the contentious issue of whether the countries that use the euro should spread the risk and borrow money jointly - issuing so-called "eurobonds." This would mean every country could borrow funds at the same rate, substantially lowering the costs for the more indebted countries.

Hollande has pushed for them as an important way to ensure such a crisis never happens again, but Merkel has rejected them, fearing they would reduce the pressure on heavily indebted governments to heal their finances and force Germany to borrow at higher rates.
